The City Council returns to historical financial results with a surplus of more than 40 million euros

The Consistory has accumulated eleven consecutive years with all its financial figures in the green and with a balance in bank accounts of more than 90 million euros.

This liquidity contrasts with the central government’s restriction of not allowing the municipalities to make use of these funds, despite the claim of all the local entities of the Spanish Federation of Municipalities and Province (FEMP) to be able to use this money for municipal needs and the provision of services to citizens.

The Estepona City Council has approved the liquidation of the 2025 budget; the first to be formulated after having achieved the historic milestone of paying, in record time, the entire inherited debt of 300 million euros. In this way, during 2025 a total of 25.37 million euros was paid in advance, which resulted in interest savings of more than 3 million euros and, even so, a surplus of 40.29 million euros has been obtained.

For the eleventh consecutive year, the Consistory has managed to place all the economic magnitudes in positive and has taken off economically exceeding all expectations. Another outstanding fact that will be reported to the Plenary this month is the outstanding debt of the City Council, which as of December 31, 2025 stood at zero; economic milestone that has allowed the town to make the largest tax reduction carried out in the municipality, with a cumulative reduction of 50% in the receipt of IBI.

This surplus can now revert to the citizens and will be used to strengthen the municipal aid system, to improve services, infrastructure and maintenance of the neighborhoods and the outskirts of Estepona, with the aim of maintaining the largest productive investment program in the history of the municipality.

In this sense, the positive liquidation has allowed the City Council to continue with works projects already started in 2025 amounting to 14.07 million euros. This amount comes from the Treasury surplus and will be allocated to a specific action plan. Thus, the incorporation of residual funds has been approved and will be used to continue with the construction of the Bulevar Parque Central Boulevard, the redevelopment of suburban areas such as Retamar and Llanos de Guadalmansa, a new asphalting plan, improvements to public parks, an energy efficiency plan, the extension of the coastal corridor, or the expansion of the subway parking network, among others.

This amount from the historical Treasury surplus is added to the investment plan launched by the municipal budget for this year, which totals 27.7 million euros, and in which the works of the parking lot that is already being executed in the surroundings of the Church of Carmen and the Boulevard in the Central Park stand out.

Bank balance

The situation of the municipal Treasury is also the best in decades. The balance in bank accounts as of December 31, 2025 is more than 90,114,690.19 euros. At this point, the deputy mayor of the Economic Area, Ana Vilaseca, stressed that “we must not forget that when the PP acceded to the Mayor’s Office in 2011, the bank balance was not even enough to pay the June payroll and summer bonus for workers, a situation that contrasts with the current bank liquidity, with more than 90 million euros at the end of the year and after paying the entire debt inherited in 2011 and carrying out major public investments with the largest transformation ever experienced in the city. The city has several consecutive years improving its public investment data in the city, being Estepona the city of the province of Malaga that, in proportion to its number of inhabitants, invests more in facilities. It is worth highlighting those carried out by this Corporation, such as the Regional Hospital, Municipal Athletics Stadium, Fairgrounds, Felipe VI Auditorium, Parking Plans, Asphalting Plans, Pedestrianization Plans for the Historic Center, El Carmen Cultural Center; new Promenade, construction of the Coastal Path, City Hall, new water tank in the Antonia Guerrero Park, climbing wall, etc.

It also highlights the evolution of the average payment period, since the latest report of the Municipal Treasury which has been reported to the Plenary puts it at 16.58 days, placing the City of Estepona as one of the best payers in Spain.

Economic Plan

On the other hand, the City Council is going to approve an Economic Plan, which has been favorably reported by the Municipal Intervention, which foresees to continue the same path of the last years of income and expenses; as well as the positive recovery of the expenditure rule, planning the maintenance of the average payment period below 30 days and the continuation of the budget surpluses in 2026 and 2027.
