Estepona City Council plans the construction of an indoor swimming pool on Puerta del Mar Avenue
The project envisages a sports complex that will also include a grandstand, tennis, paddle and petanque courts, and parking lots.
The Estepona City Council has opened the tender procedure for the construction and operation of a new indoor swimming pool to be located on a municipally-owned plot in the Camino de las Mesas sector, between the streets Países Bajos, Francia and Avenida Puerta del Mar.
The project for the construction of new sports facilities in this area includes, in addition to the indoor swimming pool, spaces for other sports, mainly racquet sports, together with parking areas and exterior urbanization.
The tender includes the concession of the private use for the construction and operation of the sports complex on a plot of 11,150 square meters of land. Last August, the City Council plenary gave the green light to the assignment of the compatibility of the sports use to these soils.
The proposals for bidding must comply with a specific program of needs that includes a building to house, at least, a heated swimming pool of 25.00 x 25.00 meters and, optionally, a children’s pool (teaching and splash). It must have a grandstand with a seating capacity of at least 200 people.
The complex will be accompanied by a minimum of 6 racquet courts, of which at least 4 will be for paddle tennis and 2 for tennis, which will have synthetic resin and clay courts respectively, with transparent enclosures and in each case complying with NIDE 1 PDL and NIDE 1 TEN regulations. The project also contemplates an outdoor space for other sports or activities, including at least two petanque courts.
The building must house the bathrooms, changing rooms, offices and service premises necessary for the operation of the facility and, optionally, recreation and meeting rooms, classrooms for theory classes, gymnasium, sporting goods store and food and beverage and restaurant facilities.
All this will be completed with a parking lot for at least 40 vehicles.
The remaining open spaces and those generated in the parking area should be landscaped, with trees larger than the building (which should surround it) and capable of providing shade for the vehicles. The plant species should be easy to maintain and consume little water and energy.
The bidder will be responsible for the maintenance of all areas for the duration of the concession.
The design of the complex will be based on the provisions of the Regulations on Sports and Leisure Facilities (NIDE) of the Higher Sports Council of the Ministry of Education, Vocational Training and Sports, specifically the Indoor Swimming Pool Project Standard (NIDE 3).
The successful bidder will assume the financing of all the works to be carried out on the plots, upon presentation of the project for approval by the City Council. He must also assume the costs of operation and maintenance of the facilities, make available to the City Council the works and facilities constructed once the execution thereof has been completed, in order to verify that they comply with the approved project, and open the facilities to the public and keep them open for use during the term of the concession.
The maximum term of the concession will be 50 years. At the end of the concession, the land with all the works and installations carried out that are attached to it in a fixed manner, which cannot be separated from the land without detriment or deterioration, will revert and be handed over to the City Council in a good state of conservation and free of any charge or encumbrance, and the concessionaire will not be able to request the City Council to pay any amount for the works and installations carried out. The minimum annual fee, which will be updated annually, will be 40,000 euros plus any applicable taxes.
The best fee offered, the 20% discount on the price offered to Estepona residents for the use of the facilities, the greater number of tennis, paddle and multipurpose courts, the free transfer of two courts to the City Council for public use, as well as the improvements proposed in terms of trees and parking, and the installation of photovoltaic panels or other clean energy systems for the self-sufficiency of the facility will be valued at the time of awarding the contract.
