The City Council begins the process to approve an ordinance regulating the use of electric scooters.

The Consistory has placed signage on the Paseo Marítimo and the main commercial streets of the city to remind of the prohibition of the circulation of these vehicles in pedestrian areas.
The Estepona City Council has begun the process to regulate the use of electric scooters in the city through a Regulatory Ordinance on Circulation and use of Personal Mobility Vehicles (PMV).
In parallel, it has installed vertical signage on the Paseo Marítimo and the main shopping streets (Terraza and Real streets) to remind that the Traffic Regulations of the Directorate General of Traffic (DGT) prohibits the circulation of these vehicles in pedestrian areas. These informative signs have been placed in these enclaves because they are areas with a high concentration of pedestrian traffic, especially during weekends and holiday periods.
Likewise, it is reiterated that failure to comply with this measure will entail, on the part of the Local Police, the sanctions set forth in the DGT regulations, which are mandatory.
In view of the rapid proliferation of personal mobility vehicles and their increasing use, the Consistory wants to reinforce road safety and coexistence between users, pedestrians and cars, continuing with the firm municipal commitment to sustainable mobility. To this end, it has initiated the procedures aimed at creating a specific regulation at municipal level, based on the general regulations of the Directorate General of Traffic (DGT), which is the one that is being applied and which already regulates both the penalties for failure to comply with the no-passing signaling, as well as other basic rules for the use of VMP. Among them, the prohibition to circulate on sidewalks or urban tunnels. Users of these vehicles are also prohibited from wearing headphones, using a cell phone or any other device while driving.
The recent State Traffic Law has established the obligation for drivers of electric scooters to wear a protective helmet, under the terms to be determined by regulations. This will be one of the measures that will be regulated in detail in the municipal ordinance on which the City Council is working.
The objective of the municipal regulations, whose draft must still pass through the City Council Plenary and go to public exhibition, is to introduce a complete regulation regarding Personal Mobility Vehicles (PMV), to strengthen the commitment to improving public space, road safety, new modes of mobility, clean energy and quality of life in the city and the peaceful coexistence of its citizens, explains the deputy mayor of the area of Development, Infrastructure and Tourism (FIT), Ana Velasco.
It is also intended that the new ordinance includes aspects that are considered to be adapted to the reality of the city, based on the specific rules in force on the subject and systematizing the regulation contained in the current national, regional or local legislation.
In this sense, the specific municipal regulation aims to promote road safety and ensure that the circulation of Personal Mobility Vehicles is carried out in an adapted and safe way, making it compatible with the different uses of public roads; as well as to establish the conditions of use of this type of vehicles, clarifying the requirements for circulation, and establishing the framework of the sanctioning power in the matter.
