The City Council will approve in the plenary session a measure to strengthen protection for buyers of new homes

The Consistory will make the granting of licenses for new buildings conditional upon the developers first executing the urbanization work in the surrounding area.
This criterion will not be applied in cases of execution of subsidized housing due to the public interest of the same.

The Estepona City Council will bring to the next municipal plenary session a measure aimed at strengthening the protection of the buyer of new housing in the city, so that when accessing the same promoters have completed all the works of the environment of the building. To do this, the Consistory will give priority to the completion of urbanization works (sidewalks, curbs, roads, services, etc.) for new housing construction to be made in Estepona, when granting the corresponding building permits.

The measure, which will be taken to the municipal plenary this March, aims to set a general criterion regarding the granting of licenses in areas with urbanization works in progress. This was born after the City Council found that, in some cases of construction of new housing developments, developers do not conclude in full these works for the environment, causing significant damage to the purchasers of the properties and the rest of citizens.

The proposal before the Plenary contemplates establishing as a general criterion the non-granting of building permits in those areas where the urbanization is in progress, and until all the works of the entire area of the execution unit or sector in question have been received by the City Council.

This criterion, and in order to safeguard the public interest, will not be applied in cases of execution of subsidized housing, although special care will be taken to ensure that such housing will have all the necessary facilities and services.

In the interest of the principle of legal certainty, this new criterion will not be applicable to licenses that are being processed at the date of approval of the proposal by the Plenary. This is without prejudice to requiring all the necessary guarantees for the completion of the corresponding urbanization.
