The mayor presents a battery of measures that will make it possible to start the construction of more than 500 VPOs.

The councilor announced that the priority of the Estepona City Council is to develop several projects so that in the next four years more than 2,000 VPOs will be made available to residents.

In the coming days the building permit for 110 VPO in Camino de Cortes Sur will be approved and a bidding process is being finalized to tender two plots where another 199 VPO can be built in Camino de Cortes Norte.

The Plenary of the Corporation will agree this Thursday measures under the Andalusian regulations that will enable the immediate tender of four plots where they can build 200 public housing for rental regime.

The mayor of Estepona, José María García Urbano, today announced a battery of pioneering measures in the city that aim to start the construction of more than half a thousand subsidized housing (VPO). The councilman explained that the City Council has approved two urban planning projects for the construction of 110 subsidized housing units in the area of Camino de Cortes Sur and said that in the next few days the building permit will be granted so that construction work can begin.

In addition, the Consistory is finalizing a contracting document that will allow bidding for two more plots in Camino de Cortes Norte in order to build another 199 subsidized housing units. García Urbano has indicated that this tender will have two legal particularities that will enable these soils can even be acquired at zero cost, which would result in a lower final price of housing. In this regard, he pointed out that the plots for VPO will go out to tender with a maximum price set by the City Council itself, so that those interested in building will have the opportunity to offer a lower amount for the same. In addition, he commented that the companies bidding to build these VPO will get higher score by the contracting table when they offer a lower final price to buyers of these homes.

On the other hand, in the plenary session to be held this week will be approved another procedure that allows the Consistory to advance in new measures contained in the Decree-Law 1/2025 of urgent measures on housing, approved by the Junta de Andalucía. The City Council adhered to this decree last March and will now be able to continue taking steps that allow the construction of public rental housing on plots of land that have not been used for residential purposes until now, without the need to modify the planning instruments, which will speed up VPO projects.

The mayor announced that, after the plenary session, four plots will be put out to tender immediately for the construction of 200 public rental housing units. These properties, which will be located both in the east and west of the municipality, will have an affordable rental price to facilitate access to housing for young people or residents with fewer resources.

Adherence to the Decree of the Junta de Andalucía will also enable the City Council to release about 40 smaller plots of land for subsidized housing. These plots, which are currently destined for public facilities that are not necessary now, may be used for subsidized housing. In these cases, the Consistory will encourage the interested neighbors themselves to group together in cooperatives and bid to start the self-construction of their own homes. In order for these citizens to have the proper legal advice, the Town Hall is working with the Estepona branch of the Malaga Bar Association so that their lawyers can be hired by the Town Hall itself. In this way, these groups of interested individuals would be instructed and advised free of charge in the constitution of the cooperatives and in the legal development of the same.

On the other hand, the Consistory continues to process other urban development projects that will make possible the construction of 300 VPOs in Camino de Monterroso and another 800 in the areas of Guadalobón and Arroyo Vaquero.

“This ambitious program of measures will be very important because within four or five years will make it possible for all citizens of Estepona have the ability to buy or rent affordable housing to their possibilities,” added García Urbano.

The mayor said he would have liked his predecessors in office had reserved land for subsidized housing, but it was not. “I wish we could have acted earlier, but so far we have not been able to have all the legal, legal and urban planning tools to implement all these projects that we are presenting today,” said García Urbano.

In this regard, he recalled that this government team promoted the construction of 110 VPO in the sector of Juan Benitez as soon as he had the opportunity, because “we are clear that it is a priority that all residents have the real possibility of a home owned or rented at an affordable price.”
