The City Council awards the construction and operation of the new indoor swimming pool in Puerta del Mar Avenue.

The project includes a sports complex that will also have tennis and paddle tennis courts and parking lots. Users registered in Estepona will have a 21% discount on the rates, and an agreement will be signed with the Swimming Club for the use of the facilities.
The Estepona City Council has awarded the construction and operation of the new indoor swimming pool of the municipality, which will be located on a municipally-owned plot in the Camino de las Mesas sector, between the streets Países Bajos, Francia and Avenida Puerta del Mar. The project for the construction of new sports facilities in this area includes, in addition to the indoor swimming pool, spaces for other sports, mainly racquet sports, together with parking areas and exterior urbanization.
The tender includes the concession of the private use for the construction and operation of the sports complex on a plot of 11,150 square meters of land. Last year, the City Council plenary session gave the green light to the assignment of the compatibility of the sports use of this land.
The annual fee that the successful bidder Echevarri Sports will pay to the City Council goes from the 22,440 euros (plus the corresponding taxes) base price set in the tender, to the final 40,000. In addition, those registered in Estepona will have a 21% discount on the rates of the complex to make use of these facilities.
The program of requirements set by the Consistory for this project includes a building to house, at least, a heated pool of 25.00 x 25.00 meters and, optionally, a children’s pool (teaching and splash). It must have a grandstand with a seating capacity of at least 200 people.
The Town Hall will sign an agreement with the Estepona Swimming Club so that they can make use of these facilities.
The complex will be accompanied by eight racquet courts, of which six are for paddle tennis and two others for tennis. The company has also planned to set up another three multi-purpose courts. The building will have bathrooms, changing rooms, offices and service premises necessary for the operation of the facility.
All this will be completed with a parking lot for 50 vehicles.
The remaining open spaces and those generated in the parking area will be landscaped, with trees larger than the building and capable of generating shade. The plant species must be easy to maintain and have low water and energy consumption. The bidder will be responsible for the maintenance of all the areas for the duration of the concession, which has been set at 50 years,
The design of the complex will be based on the provisions of the Regulations on Sports and Leisure Facilities (NIDE) of the Higher Sports Council of the Ministry of Education, Vocational Training and Sports, specifically the Indoor Swimming Pool Project Standard (NIDE 3).
The successful bidder has also proposed the installation of photovoltaic or similar panels covering at least 75% of the energy consumption.
The company will assume the financing of all the works to be carried out on the plots, upon presentation of the project for approval by the City Council. It must also assume the costs of operation and maintenance of the facilities, make the works and facilities constructed available to the City Council once they have been completed, in order to verify that they comply with the approved project, and open the facilities to the public and keep them open for use during the term of the concession.
At the end of the concession, the land with all the works and installations carried out that are attached to it in a fixed manner, which cannot be separated from the land without detriment or deterioration, will revert and be handed over to the City Council in a good state of conservation and free of any charge or encumbrance.
