The Plenary reports on the liquidation of the 2025 budget, which closed with a surplus of more than 40 million euros.

The Consistory ended last year with a balance in bank accounts of more than 90 million euros.

The Plenary of the Estepona City Council has given today an account of the liquidation of the Municipal Budget for the year 2025, which closed with a surplus of 40.29 million euros. Among the significant aspects, the document includes the payment made during the last financial year, in advance, of 25.37 million euros, which allowed the total liquidation of the inherited debt.

Another outstanding fact that has been reported in the Plenary corresponds to the outstanding debt of the City Council, which as of December 31, 2025 was at zero, making it possible to reduce the Real Estate Tax (IBI), which has an accumulated decrease of 50% in the receipt of citizens.

The positive liquidation has allowed the City Council to continue with works projects already started. Specifically, to allocate 14.07 million euros to the construction of the Central Park Boulevard, redevelopment of suburban areas such as Retamar and Llanos de Guadalmansa, asphalting plans, improvements to public parks, energy efficiency plan, the extension of the coastal corridor, or the expansion of the subway parking network, among other initiatives.

This is in addition to the investment plan launched by the municipal budget for this year, whose total amount is 27.7 million euros, and which include the works of the parking lot that is already being executed in the vicinity of the Church of Carmen and the Boulevard in the Central Park.

As for the situation of the municipal Treasury, the balance in bank accounts as of December 31, 2025 is 90,114,690.19 euros. This liquidity contrasts with the central government’s restriction of not allowing the municipalities to make use of these funds, despite the claim of all the local entities of the Spanish Federation of Municipalities and Provinces (FEMP) to be able to use this money for municipal needs and the provision of services to citizens.

It also highlights the evolution of the average payment period, since the latest report of the Municipal Treasury puts it at 16 days, placing the City of Estepona as one of the local authorities with greater prompt payment.

Local Emergency Plan for Forest Fires

On the other hand, the Plenary has approved the update of the Local Emergency Plan of the Municipality of Estepona in terms of means and resources of the plan for Forest Fires. This is a technical and organizational document to be prepared by the municipalities of municipalities located in danger areas to manage the prevention and suppression of fires in their territory.

The updating of the resources of the Local Emergency Plan for Forest Fires (PLEIF) of Estepona is a process that seeks to keep up to date the catalog of human and material resources and define the organizational structure and procedures for intervention in the event of a forest fire emergency at the local level.

The objective is to establish the organization, action procedures and mobilization of resources (human and material) to combat these emergencies. In this sense, the City Council usually performs an annual update of the catalog of means available for extinction, offering the Security Forces the detailed document with the global device and the geographical data of forest areas.

Also, the session has agreed to designate a public space in the city with the name of the Consular Corps of Malaga, in recognition of the work they do to help foreign citizens.
