NE-SCG-3B2B-27Apartment in Casares Golf179 m², 3 bed, 2 bath€ 489,000New developments Costa del Sol
451 properties for sale in Estepona and the western Costa del Sol · € 305,000 to € 14,100,000 · median € 5,611/m²
This is everything being built right now between Marbella and the Gibraltar border: 451 properties, from € 305,000 to € 14,100,000, with the middle of the list at € 815,000, an average built area of 210 square metres and € 5,611 per square metre. 408 come with a pool. Buying from this page is a different process from buying a resale, and the difference is worth understanding before you reserve anything.
New developments Costa del Sol: what is actually being built
The word covers three distinct situations, and they carry different prices, different timetables and different risks. The listings do not always distinguish between them clearly, so this is the first question to ask about anything on this page.
Off plan
Sold before construction begins or in the early stages, from drawings and a show apartment. You get the widest choice of units, the lowest price in the scheme and the longest wait, and you pay in stages as the building rises. Your deposits are protected by law through a bank guarantee or an insurance policy, and no money should leave your hands until that protection is in place and your lawyer has seen it.
Under construction
The structure is up and the completion date is within sight. Prices have risen from the launch figures, the choice of units is narrower, and the uncertainty is much reduced because you can stand in the building and see what you are buying. For most buyers this is the sensible point to enter a scheme.
Key ready
Finished and licensed, with the first occupation certificate in hand. You are buying a new property on resale terms: you see exactly what you get, you move in on completion, and you pay the top of the scheme's price range. There is no construction risk at all, which for a buyer with a date to meet is worth the premium.
What new build gives you, and what it does not
The case for it
Current insulation and glazing, which on this coast means a flat that is comfortable in August without the air conditioning running continuously. Sealed terraces rather than enclosures added later without permission. Underground parking, lifts that reach the garage, underfloor heating in the bathrooms, and in many schemes a gym, a spa and a co-working room in the communal areas. A layout drawn this decade, and a structural guarantee that still has years to run.
The guarantees, in plain terms
Spanish law gives a new building three layers of cover, running from the date of completion: ten years against structural defects, three years against problems with habitability and the installations, and one year on finishes. That is a genuine advantage over a resale and it is one of the strongest arguments on this page — provided you know who is standing behind it, which is a question about the developer rather than the building.
The case against
A garden with nothing in it. On this coast shade is the difference between a terrace you use in July and one you look at, and a tree takes the time it takes. You also get a community that does not yet exist, which means no accounts to read, no minutes to check and no neighbours to ask — the three things that tell you most about a resale. And a handover date that can move, because they frequently do.
The tax difference, which is not small
A resale carries transfer tax. A new build carries value added tax at 10 per cent plus stamp duty, and that combination is the heavier one. Two properties at the same asking price therefore do not cost the same to acquire, and on the sums involved here the gap is large enough to reorder a shortlist. Do that arithmetic before you compare a new scheme with a resale, not after.
New developments Costa del Sol: where the building is happening
Estepona
The busiest municipality on this page by a wide margin. Land was still available and still affordable when developers ran out of room further east, and the town has spent fifteen years rebuilding its old quarter, extending its promenade and adding parks and a hospital, which gave the market a reason to follow. Most of what is being built here is apartments. The resale equivalent is on apartments.
Casares and Manilva
The best value on this page. A large share of what we list in the western municipalities is recent or finishing now, which means a buyer at these prices gets specification that would cost a great deal more twenty minutes east. See property for sale in Casares and Manilva.
Benahavís
A steady pipeline at the upper end, on the last serviced plots inside the gated estates, mostly houses rather than flats and mostly with the valley in front of them. See property for sale in Benahavís.
Marbella
Less new ground than people assume, because the municipality was built out decades ago. What happens there instead is replacement: a dated building on a good plot comes down and something current goes up inside the same footprint. The prices reflect the land rather than the construction. See property for sale in Marbella.
New developments Costa del Sol: how buying off plan works
The payment schedule
A reservation fee takes the unit off the market for a few weeks while contracts are drawn. On signing the private contract you normally pay 10 per cent plus tax, then further staged amounts as construction reaches agreed points, with the balance due at completion before the notary. The schedule varies between developers and it is negotiable more often than buyers realise.
The protection on your deposits
Every euro you pay before completion must be covered by a bank guarantee or an insurance policy and held in a dedicated account. This is not optional and it is not a courtesy. Ask to see the guarantee document, have your lawyer confirm it covers your specific payments, and do not transfer money on the strength of a promise that it is being arranged.
Choosing the developer, not just the scheme
This matters more than the floor plan. Ask what else the company has completed on this coast, then go and look at one of those buildings five years on: how the render has weathered, whether the communal areas are holding up, what the owners there say about the handover and the snagging. A developer with finished projects you can visit is a different proposition from one with a brochure.
The handover, and the inspection before it
Dates move. Build contingency into your plans and never sign a tenancy or sell a home elsewhere on the strength of a projected completion. Before you complete, walk the property with somebody who knows what to look for and list every defect in writing — the first year's cover on finishes is generous but it runs from completion, and a list made on the day is worth far more than a complaint made in month ten.
New developments Costa del Sol: what to check
The licence to build, and the licence to occupy
Confirm the building licence exists before you pay anything, and understand that the first occupation certificate comes separately at the end. A scheme marketed before its licence is granted is a different risk entirely, and your lawyer should establish which situation you are in on the first day rather than the last.
What is actually included
Specifications vary enormously and the show apartment is furnished to sell. Get the written specification and check it item by item: kitchen appliances, wardrobes, air conditioning, the terrace floor, the pool heating, the parking space and the storeroom. Ask specifically whether the space and the store are deeded to the property or merely allocated, because the two differ at resale.
The community that does not exist yet
You cannot read minutes for a building nobody lives in, so read what you can: the projected service charge, the communal areas being built and what maintaining them will realistically cost. A scheme with a spa, a gym, landscaped grounds and a concierge carries a quota to match, and the first few years are when owners discover whether the projection was honest.
And the honest question about reselling
Buying off plan to sell on completion looks straightforward and is riskier than it appears: you will be competing with the developer's own remaining units in the same building, at a moment when supply there is at its highest. If the plan is to hold and use the property, new build is a sound purchase. If the plan is to turn it over in two years, be clear-eyed about who you will be selling against. Our agents on the ground will tell you honestly how a given scheme is selling.
The paperwork, and the money
The lawyer and the tax number
Instruct an independent Spanish lawyer before you reserve anything — independent meaning not recommended by the developer and not acting for both sides. You will also need a Spanish tax number and, in practice, a Spanish bank account, and both take a little time to arrange. Buyers who start that process after reserving a unit discover that the contract deadlines do not wait for the paperwork.
The mortgage timing problem
This catches people and it is specific to buying before completion. Spanish banks will not commit to a mortgage offer years in advance; you apply as the building nears handover, and the decision is made on your circumstances and the bank's valuation at that point rather than at the moment you signed. If either has moved against you, the balance due at completion is still due. Plan on the basis that the final payment may have to come from your own funds, and treat a mortgage as a welcome reduction rather than a certainty.
Paying in stages, from another currency
Staged payments spread over two or three years mean several transfers at several exchange rates, and over the course of a build that variation can amount to a meaningful sum in either direction. It is worth taking advice on whether to fix some of it rather than leaving the whole purchase exposed to whatever the rate does on the day each instalment falls due. Budget also for the lawyer, the notary, the registry and the costs of each transfer.
Which to buy, new or resale
When new build is the right answer
If you want current building standards, if you intend to live here through the winter and care about insulation and heating, if you would rather choose finishes than inherit somebody else's, or if you want a structural guarantee behind you. Also if the staged payment schedule suits you better than finding the whole sum at once.
When a resale is
If you want mature gardens and real shade, a community with accounts you can read, a price that reflects a finished building rather than a brochure, and the ability to move in next month. For buyers here a few weeks a year, a well-kept resale in an established scheme frequently delivers more of what they actually use. The alternatives are apartments, houses and detached villas.
The third option
Build your own. On serviced land you choose the orientation, the layout and where the pool goes, without a developer's margin on somebody else's taste. It takes longer and it needs a Spanish architect and lawyer, and for a buyer with time it produces a better result than either of the above. The ground is on plots for sale in Estepona.
New developments Costa del Sol — where to go next
By position: beachfront, golf property and luxury property, where a good share of the current building is concentrated.
By municipality: Marbella, Benahavís, Casares and Manilva, with the resale market on apartments and houses. If you intend to let the property once it is finished, our rental service will give you a realistic figure rather than a developer's projection — and because launches sell their best units quietly and early, the property alarm is worth setting up before a scheme reaches the open market.
